Carlos Eduardo Hernández, PhD
I am an economist specializing in transportation and industrial economics. I apply data analytics, econometrics, and financial modeling to develop markets, enhance regulation, and conduct empirical studies.
I currently serve as an industrial policy advisor at the Colombian Ministry of Trade, Industry, and Tourism. Previously, I worked at the Ministry of Finance, the Government of Meta, and Universidad de los Andes.
My research has been published in leading journals, including the Journal of Public Economics, AEA Papers and Proceedings, and the Journal of Iberian and Latin American Economic History. These publications focus on the regulation of key economic sectors, such as transportation and banking. My PhD dissertation studied technology adoption and product diversification in the brewing industry.
As a consultant, I have conducted financial analyses, market studies, and evaluations of public policies aimed at decarbonizing freight transport. I have also estimated the willingness to pay for visibility technologies, the benefits of improved road infrastructure, and the costs of waits and delays in road freight transport.
I earned my Ph.D. in Economics from the University of California, Los Angeles (UCLA).
