Carlos Eduardo Hernández, PhD
I am an economist specializing in transportation and industrial economics. I currently serve as an industrial policy advisor at the Colombian Ministry of Trade, Industry, and Tourism. Previously, I worked at the Ministry of Finance, the Government of Meta, and Universidad de los Andes.
In my current job, I design place-based industrial policies. In the past, I have conducted econometric studies, financial analyses, and public policy evaluations aimed at decarbonizing transport and reducing trade costs. I am passionate about translating economic insights for diverse audiences, from public servants to industry stakeholders.
I earned my Ph.D. in Economics from the University of California, Los Angeles (UCLA). My Ph.D. dissertation studied technology adoption and product diversification in the brewing industry. My academic publications focus on the regulation of key economic sectors, such as transportation and banking.
